But the drought conditions in the Australian state of New South Wales this year have been the driest and most widespread since 1965.
The requirement to tag dead kangaroos to keep a tally of the number shot across the state had been dispensed with.
Under the new system, carcasses will no longer need to be tagged and left in the paddock and landholders will be able to use the carcass for a range of noncommercial purposes such as bait meat.

The drought, likely intensified by a dry winter, has made it extremely hard for many farmers in the region to feed and give water to livestock, as well as keep crops alive, according to the BBC.
"If we don't manage this situation, we will start to see tens of thousands of kangaroos starving and suffering, ultimately leading to a major animal welfare crisis".
Around 60% of neighbouring Queensland is also in drought, as well as parts of Victoria and South Australia.

"They are shooting their stock because they don't want them to suffer".
The government would have been better off subsidising professional shooters to reduce kangaroo numbers more humanely, he said.
"This is probably the worst possible outcome for the kangaroo, but we do understand the plight farmers are in", Mr Borda added.
"If our Australian friends can grab a cheap seat on a plane and just escape the drought headspace for a couple of days, or weeks, and rest up in New Zealand, that could do wonders for their mental health".
